Profiles are “deactivated” when there is no user login name attached to them. Without a user login name, access to the data resources contained in an entitlement profile is impossible. Deactivated profiles are not reportable, but may be billable for the current reporting period. Because template profiles cannot be assigned to any particular user, template profiles, are, by their very nature, deactivated.
An important note about deactivating profiles: most vendors
bill on a monthly, “full-month” basis. It is highly unlikely that deactivating
a profile will immediately reduce a primary vendor’s fees.
