Because templates are not bound to a particular user login name, they are always inactive. You cannot activate an entitlement profile; you must first clone the entitlement profile, and bind the clone to a user login name to activate the clone. (See Using Template Entitlement Profiles for more information.)
To clone a template:
Select the template from the User Entitlement Profiles Dialog.
Select Clone Profile.
Enter the Profile Label for the clone in the Clone Profile dialog.
Select OK.
Select the clone profile label from the User Entitlement Profile dialog box.
Select Activate Profile from the User Entitlement Profile dialog box.
You can create a
total of 100 entitlement profiles and 10 template profiles at no cost.
Once a user is attached to an entitlement profile, however, the profile
is “activated” and you will be charged for all fee-based data contained
in that profile, whether or not the data resources in the profile are
used. Depending on a vendor’s billing practices, the costs incurred may
be based on weeks or months of use.
